The name Hak-ōd Ner is derived from the Wood Elvish language, as Hak-ōd Ner was founded by Èdsh Eenzin, who was culturaly Wood Elven.
Climate
Hak-ōd Ner has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cold 10°C (50°F). Hak-ōd Ner receives an average of 144 cm/y (56 in/y) of precipitation, most of which comes in the form of rain during the spring. Hak-ōd Ner covers an area of nearly 6 km2 (2 mi2), and an average elevation of 3842 m (12604 ft) above sea level.
Overview
Hak-ōd Ner was founded durring the early 12th century in fall of the year 1149, by Èdsh Eenzin. The establishment of Hak-ōd Ner was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Hak-ōd Ner's construction back out of the project. Èdsh Eenzin pushed on reguardles, and Hak-ōd Ner was finished, but starts off as a terible place to live.
Hak-ōd Ner was built using the conventions of Wood Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Hak-ōd Ner is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Hak-ōd Ner is buildings are arranged arround a single premissive flagstone mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Unfortuantly, these millitarily questionable fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Hak-ōd Ner has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Hak-ōd Ner ’s existence has dried up and the town is drifting down the stream of history as it dries up. The locals seem to have responded to their slow downfall by recreating Hak-ōd Ner as one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which the town brings to mind.
Civic Infrastructure
Hak-ōd Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hak-ōd Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hak-ōd Ner's parks.
Hak-ōd Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hak-ōd Ner.
Hak-ōd Ner has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Hak-ōd Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Hak-ōd Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Hak-ōd Ner has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Hak-ōd Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hak-ōd Ner's public wards, blessings, and other arcane systems.
Hak-ōd Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hak-ōd Ner's natural decorations nor waterways.
Hak-ōd Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Hak-ōd Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
While Hak-ōd Ner might ostensibly be ruled by some other power, real control lies with the senior members of the local craft and labor guilds. Their decisions have the practical weight of law, and much of their time and effort is spent squeezing out competitors and parceling out economic opportunities in the community. Some guilds might have little or nothing to do with their original trade, and now exist purely as shells for political influence.
Hak-ōd Ner's bank was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..
In Hak-ōd Ner rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
The Fyr near Hak-ōd Ner are known to be almost tame, such that they can be put to domestic use.
Hak-ōd Ner's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves line dance to channel Transmutation energies of tier 2 via throat chanting.
Economy
